昨日上午，长睦大型居住区安置房工程正式开工。市委副书记、市长蔡奇专程前往施工现场调研。该工程是长睦大型居住区整体开发、土地整理的首个重要项目。

　　长睦大型居住区安置房工程位于杭州主城与临平副城的交界处，位于临丁路与规划天都路相交的东南角。可建建筑总面积107376平方米，居住户数828户，由13幢11层至14层的高层建筑，一幢会所和配建机动车位约300余辆的停车库组成。是一项以安置住宅为主，商业和邻里中心为辅的综合性建筑群工程。

　　该工程由我市城市建设资产经营有限公司负责开发建设。今年，城建资产经营公司系统将实施包括该工程在内的“十大工程”，件件都为打造环境生活品质添砖加瓦。

　　这十大工程为九堡大桥建设、钱塘江引水入城工程、南星水厂饮用净水技术改造、城西污水处理厂工程、快速公交二号线工程、长睦地块开发项目及三墩北区块经济适用房建设、停车设施开发，强弱电“上改下”项目、大型固体废弃物流转中心，天然气利用工程。十大工程计划总投资约需135亿元。

　　●钱塘江引水入城工程

　　钱塘江引水经过分流河后输入沿山河，最终汇至五常港，由此而下，输入西溪湿地，并通过受水区配水工程，将水引入运西片各个区域。

　　今年目标：完成前期，全面开工，完成全部支洞建设，全年完成25%的总工程量。

　　工程意义：该工程是杭州市“十一五”期间的重点工程,也是市人代会作出决议实施的重大工程,是杭州市委、市政府坚持环境立市、打造生态杭州，确保水环境根本好转的重要举措。

　　●九堡大桥

　　位于彭埠大桥下游、下沙大桥上游，南接线(科园大道)向南连接萧山区通惠路、向东连接杭甬高速公路，北接线连接规划的东湖路、艮山东路、德胜路，设计为双向6车道高架快速路。

　　今年目标：完成项目建议书及预可行性研究报批工作。

　　工程意义：是构筑杭州大都市路网系统的重要组成部分，项目的实施将进一步推动城市格局沿江、跨江发展。

　　●开工建设快速公交二号线

　　三墩至钱江新城，线路总长约21KM、全线设22对站。

　　今年目标：计划今年开工建设。

　　工程意义：快速公交二号线的实施,是实现杭州市在2010年建设九条快速公交线路,实现市委、市政府“尽快使快速公交成网”的重大交通工程。

　　●停车位建设达到9000个

　　完成地上地下停车位累计达到9000个，其中完成立交桥下停车场一个，地下停车场一个。

　　今年目标：总泊位数达到9000个,艮秋立交(南北两侧)、凤起立交(东侧)桥下停车场，中河立交西北侧地下停车库完工，并开始经营；中河立交(北侧)桥下停车场开工建设。

　　工程意义：加快停车设施开发建设是解决“两难”问题的有效措施之一。

　　●强弱电“上改下”项目

　　“上改下”项目包含了“两口两线”、“河道综合整治”、“背街小巷改善”、“支小路改造”、 “西湖综保”、“西溪综保”、“运河综合整治”、“钱江新城”等重大工程的同时，还新增了“截污纳管”工程以及2007年城建维护计划初定实施项目。

　　今年目标：做好439项“上改下”强弱电项目的沟体土建和割接工作。

　　工程意义：“上改下”是一项具有杭州特色的“市策”，它的推行有利于城市安全的保障；有利于消除视觉污染；有利于集约利用土地资源。

　　●七格污水处理厂三期工程

　　工程位于杭州东北角江干区下沙镇，紧邻钱塘江下游段。

　　今年目标：开展技术前期工作,提出项目实施方案。

　　工程意义：有利于提高杭州市总体环境质量，改善城市地表水体质量。

　　●大型塘河固体废弃物流转中心

　　采用先进工艺，除尘脱臭系统，流转作业车间及办公楼等总建筑面积9000平方米，总投资约9461万元。

　　今年目标：开工建设，本年完成计划投资额1153万元。

　　工程意义：建设大型流转中心将会提高垃圾转运效率，减少成本，大量节省土地资源，通过建设和运行大型流转中心，对推进环卫体制改革，转运处置一体化管理、城乡一体化建设以及加快固废处理市场化进程都具有重要战略意义。

　　●天然气利用工程

　　包括建设城市应急气源工程、建设城市输配管网等项目，设计供气能力达63394万立方米/年。

　　今年目标：完成五常段、西郊站、临平支线、临平站，开展下沙、萧山段前期；新(续)建城市中低压管线79公里，视情况实施道路或路口铸铁或路口铸铁管改造等。

　　工程意义：杭州市天然气利用工程是国家西气东输工程的重要组成部分，又是西气和东气交汇的枢纽。天然气的开发和利用，是一场惠及杭州社会效益、经济效益、环境效益“三赢”的能源结构大变革。如正在建设的杭州半山天然气发电厂将极大地缓解杭州夏季用电高峰的压力。

我们的后代是不可能原谅的。　　The history of life on earth has been a history of interaction between living things and their surroundings. To a large extent, the physical form and the habits of the earth’s vegetation and its animal life have been molded by the environment. Considering the whole span of earthly time, the opposite effect, in which life actually modifies its surroundings, has been relatively slight. Only in the present century has one species man acquired significant power to alter the nature of his world.
　　During the past quarter century this power has not only become increasingly great but it has changed in character.
