<P> 留下镇历史地段南至河道南岸绿化带边缘，西至控规中规划的16米规划路，东至控规中规划的12米规划路，北至西溪路和古灵慈桥。总面积11.0公顷。
留下历史悠久，宋称西溪市。据《清光绪钱塘县志》载：宋高宗南渡，幸西溪，初欲建都于此，乃云：“西溪且留下”，留下之名始于此。在清代留下镇已是有居民五六百家的市镇，一水穿镇，石桥横卧，傍河筑屋，建筑别致。
现状历史地段内建筑多为土木结构，即前为店铺后为住宅的格局，并鳞次栉比，间间紧挨。古镇区内曾有五座古桥。本次规划区内有四座，分别为忠义桥、盈春桥、庆春桥、古灵慈桥。最古老的要数忠义桥，位于历史地段中段，俗称“大桥”。在忠义桥南约50米的盈春桥，俗称“小桥”。

<B>重点保护区：</B>以留下大街和河道为轴线，向东西两侧各扩展50至100米为界，北面以西溪路为界，南侧则以河道为界，面积2.7公顷。保存“一水穿区、四桥横卧、傍河筑屋修廊、院落毗邻相套、街、巷相联幽闭“的格局。。
<B>风貌协调区：</B>保护区界线外扩50至100米，面积8.3公顷。
<B>规划定位：</B>
留下历史文化街区是以城市近效型假日文化休闲、文化旅游观光为主要职能，体现以民俗文化、乡土文化、桥文化为主体的江面民居水乡风貌的特色区域。
