    我们是滨江区国信嘉园小区的业委会成员和业主，现向你们实名举报侵害全体业主利益涉嫌经济犯罪的案件。

　　　伟业路  号商铺系我小区业主共有经营用房，由业委会对外进行公开招标，经营收入归全体业主所有，租金用于小区物业管理。2013年9月的对外公开招标中，由小区业委会分管商铺的委员何书伟具体负责招标事宜，当时由4个人前来投标，最终中标的是一个叫张建民的杭州人。当时，张建民和业委会签订了租赁合同，业态为菜场。但蹊跷的是，张建民签完合同从此人间蒸发了，社区与业主有事怎么也找不着他。而菜场出现的管理问题，实际一直由何书伟和另一个陌生人姜宇平（据说是何书伟的同学）出面协调。
　　　
　　　根据群众报料和调查，我们发现：业委会招标负责人何书伟居然就是菜场的实际老板。认定依据如下：
　　　
　　　与菜场经营户签订租赁合同，决定菜场摊位租金定价，进行菜场日常管理和召集经营户开会都是何书伟，姜宇平。张建民最初仅露过一次面，不再出现。经营户称：从没见他来过。
　　　何书伟，姜宇平要求菜场经营户缴纳的租金打入工商银行62122612020******50和6222081202002873907俩帐户，我们发现：前一个是姜宇平的个人账户，后一个是何书伟的个人账户。
　　　为了实现让经营户们接受租金上涨，何书伟一直不让经营户们拿回原先放在业委会的押金（因为前一年是业委会直接分租给菜场经营户，因此有这笔押金）。直到数月后，何书伟才让业委会财务朱爱娇将押金转至姜宇平的账户。
　　　业主询问菜场经营户：谁是老板？菜农都说：何书伟。
　　　
　　　以上种种迹象表明，何书伟就是菜场实际承租人，我们完全有理由相信，张建民根本就是何书伟找来投标的托。更为严重的是：直至目前为此，承租人按照合同应该支付给业委会的62.6万元租金，居然从始至终没有进入业委会账户。
　　　调查还发现：业委会主任邢怀德也有参与其中之嫌。1、瞒着业委会其它成员与何书伟一起召集菜场经营户开会，洽谈租赁合同。2、为节省菜场承租人的开支，何书伟、邢怀德瞒着业委会其它成员强行让小区物业公司接受了菜场门口5个垃圾桶的垃圾清运和清洁工作，费用列入小区经营成本，侵占了集体资财。此前4年惯例，这5个垃圾桶的清运都是由菜场自行负责的，合同中对此并没有新的约定。
　　　
     上述举报内容，我们认为：招标人变身实际承租人涉嫌串标围标行为。不按合同规定将菜场租金按约打入业委会，涉嫌公款私存、挪用公款等行为。而这一切，是由主管、分管小区商铺的邢怀德、何书伟擅自操作的，业委会其它成员及参与招标的业主完全被蒙在鼓里。我们强烈要求滨江公安介入调查，彻底查清这里面的猫腻，还国信嘉园937户业主一个公道。
