<P>省环保回复指出了 原环评是按全电缆进出线做的， 最后却说：做新做架空线仍旧符合环评规定（按城市电力规划法律要求，新建终端塔必须先规划审批，现在原6号楼前铁塔未审批，新文三变前铁塔审批在后 居然也可以合法？）。</P>
